JULY 31, 2020:  In the aftermath of Friday’s early morning storm that resulted in many broken branches and downed trees, Public Works will be collecting branches beginning on Monday, August 3 and continuing through Friday, August 7.  Keyport residents are requested to place branches (maximum 4-inch diameter and 6-foot length) at the street for collection but not in the roadway.  At this time branches are not required to be tied.  Call 732-739-5136 with questions. 

Borough Hall and other Borough facilities remain operating but are closed to the public.

Borough Council

Keyport is governed under the Borough form of New Jersey municipal government. The governing body consists of a Mayor and a Borough Council comprising six council members, with all positions elected at-large on a partisan basis as part of the November general election. The Mayor is elected directly by the voters to a four-year term of office. The Borough Council consists of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year in a three-year cycle.


Victoria Pacheco - Councilmember

Victoria Pacheco has been a Councilwoman for the Borough of Keyport since 2017.  She is currently a Staff Associate at the Rutgers AAUP-AFT, the faculty union at Rutgers University.  Prior to coming to the AAUP-AFT in 2017, she worked for many years at the Directors Guild of America and before that with SAG-AFTRA.   She was also a part owner and managing editor of JCDowntown Magazine. In an earlier lifetime she interned for Congressman Frank Pallone.  Victoria believes in the power of the collective voice, whether that is in your community or your work place and has dedicated her career to helping working people find that voice.  She graduated with a Bachelor’s Degree in Political Science and a Master’s Degree in Labor and Employment Relations from Rutgers University.  Growing up in the Bayshore part of Monmouth County, she developed a great love and appreciate for the miles of beach that line New Jersey and works in her role as Councilwoman to do her part in protecting them.   As Councilwoman she is currently a liaison to the Keyport Environmental Commission, the Police Commission, and is a Trustee to the Keyport Public Library.  She enjoys reading, writing, attempting to run 5K races, and spending time with her husband, daughter, cat and dog.

Isaiah Cooper, Councilmember

Since 2014, Isaiah Cooper has been a Councilman for the Borough of Keyport. Councilman Cooper worked in Material Management for United Airlines beginning in 1991 as a Line-Lead and Designated Station Trainer. His responsibilities included day-to-day line operations as well as Safety and Dangerous Goods Packing and Shipping Training. In 1982, he was Legislative Aid to Freeholder Lincoln Turner and prior to that was an Associate Editor for NJ Voice Columnist New Jersey Voice. Councilman Cooper served and was honorably discharged from the US Navy Submarine Forces Pacific, Rank SK3{SS}. He attended Rutgers University for Economics and graduated from Shaw University with a BS in Public Administration and Essex County College with an AAS in Pre-Business.

Joseph Sheridan, Council President

Joe Sheridan is finishing his fourth-term on the Keyport Borough Council.  Joe is the father to three great kids with his wife of 28 years, Robin.  Their daughter Taylor has graduated Keyport High School, Brookdale Community College, and Rutgers University.  Their sons Jared and Brody are in the Keyport High School and Central School in 12th and 8th grades respectively.  In addition to his service on council and being involved in his children's sports teams, Joe also volunteers as an EMT/Driver with the Keyport First Aid Squad.

In his 14 years on council he has been elected council president five times and has served 8 years as the Finance Chair, 4 years as the Fire Commissioner, one year as the Police Commissioner, and was on the Master Plan Revision Steering Committee.  He has volunteered at the many events hosted by the Keyport Recreation Commission and Harbor Commission, and serves as liaison to the Finance Committee, Local Emergency Planning Committee, Historical Society, American Legion and the Senior Bus Sub-Committee.

For the past 21 years, he and Robin have called Keyport home.  He grew up in Port Monmouth and graduated Middletown High School North in 1985.  From 1985 to 1991 he served in the U.S. Navy, and for more than four years served on the USS John Marshall, a nuclear fast attack submarine stationed in Norfolk, VA, and is a veteran of the first Gulf War.

Joe holds a Bachelor of Science Degree in Technical Management from the University of Maryland and an MBA from Seton Hall University.  He is employed as a senior project engineer at Valcor Engineering Corporation, a valve manufacturing business, in Springfield, New Jersey.

Dennis Fotopoulos, Councilmember

Dennis Fotopoulos is a 22-year resident of Keyport. He is serving in his first term as Keyport Councilmember. Prior, he has served as a volunteer for decades in one capacity or another. He is inspired by the enthusiastic drive of many citizens of the Borough to volunteer and do their part to make Keyport a safe, vibrant and unique place to live, work and play. He understands that the foundation of the progress and success of the Borough was built by the policies of his predecessors and executed by the many employees and volunteers in the Borough. He is committed to finding ways to help further build upon that foundation. In the Borough, Dennis has formally served on the Green Team, Environmental Commission, Unified Planning Board and the Recycling Committee. Informally he has worked with the Harbor Commission, Keyport Food Ministerium, Arts Society of Keyport, the KBA, the KBBC, Keyport Garden Club, Keyport Master Plan Development Team and other organizations throughout the Borough and the Bayshore.


Dennis owns an office equipment supply and reclamation company and has many hobbies including fishing, golf, art, music, web page development, marksmanship, theater and writing. He and his wife, Eileen, met in college in Philadelphia and share the same passion for the Borough. They live in the house that Dennis purchased back in 1997.

Delia Sosa McDermott

Delia Sosa McDermott is a Councilwoman since Jan 2019. Currently, she is Council liaison to Keyport Bayfront Business Cooperative, Public Works, Construction, Zoning, Property Maintenance and secondary liaison to Recreation, Senior Center, Police.  Last year, she was the former liaison to the Library & Harbor Commission Boards.

Significant accomplishments have been accomplished through collaboration, partnership, & planning throughout Keyport.  Actively engaged in various highly successful local programs such as Keyport 5K, Keyport Snapper Contest, Keyport Summer Camp, Keyport Music Thursdays, Keyport Friday Movie Nights, Keyport Farmer's Market, and targeted family friendly events and programs held at the Waterfront, Veteran's / Terry Park around Corn hole, Horseshoe, Kayak, SUB, as well as other non-motorized water sports, Main Street Park including Spohn Ranch Skate Park, re-furnished Ball Field, new Play Structure/Exercise Stations.

Currently, Delia works as Global Training Manager/Talent Management Learning Partner for Rackspace Inc., a global IT Cloud Technology company based in Texas with offices in Jersey City & Somerset NJ. Her experience covers over 20 years of experience working in large to mid-sized companies such as Morgan Stanley & Co. or Olympus Medical Services where she delivered a high level of leadership and implementation of learning solutions for cross functional businesses.  In summary, her actions exemplify a detail-oriented influence with exceptional professionalism targeted to increase profitable outcomes & reduce risks.

Originally from Jersey City NJ, Delia is one of six siblings from her beloved Puerto Rican & Cuban parents. Her commitment to the community, education, environment, public advocacy, and heritage flourished being around her family, friends, mentors, teachers, and role models. She attained her Bachelor’s Science in Biology with a minor Chemistry from William Paterson University on full academic scholarship.  Most notably, she received a national award from Latino Vote USA for non-partisan voter registration campaigns in NJ/NY and earned a renowned internship with Dr. Antonia Novello, the 1st female & Hispanic Surgeon General of US under President George Bush who worked at the Public Health Service Commission office in Washington DC. She enjoys visiting our local Monmouth county towns, beaches, traveling to new places, dancing, and time with her husband, family, friends. In 2008 after purchasing their home, Delia and Bill McDermott moved into Keyport NJ.
