Borough Council

Keyport is governed under the Borough form of New Jersey municipal government. The governing body consists of a Mayor and a Borough Council comprising six council members, with all positions elected at-large on a partisan basis as part of the November general election. The Mayor is elected directly by the voters to a four-year term of office. The Borough Council consists of six members elected to serve three-year terms on a staggered basis, with two seats coming up for election each year in a three-year cycle.

Victoria Pacheco has been a Councilwoman for the Borough of Keyport since 2017.  She is currently a Staff Associate at the Rutgers AAUP-AFT, the faculty union at Rutgers University.  Prior to coming to the AAUP-AFT in 2017, she worked for many years at the Directors Guild of America and before that with SAG-AFTRA.   She was also a part owner and managing editor of JCDowntown Magazine. In an earlier lifetime she interned for Congressman Frank Pallone.  Victoria believes in the power of the collective voice, whether that is in your community or your work place and has dedicated her career to helping working people find that voice.  She graduated with a Bachelor’s Degree in Political Science and a Master’s Degree in Labor and Employment Relations from Rutgers University.  Growing up in the Bayshore part of Monmouth County, she developed a great love and appreciate for the miles of beach that line New Jersey and works in her role as Councilwoman to do her part in protecting them.   As Councilwoman she is currently a liaison to the Keyport Environmental Commission, the Police Commission, and is a Trustee to the Keyport Public Library.  She enjoys reading, writing, attempting to run 5K races, and spending time with her husband, daughter, cat and dog.

Joe Sheridan is on his fifth-term on the Keyport Borough Council.  Joe is the father to three great kids with his wife of 28 years, Robin.  Their daughter Taylor graduated Keyport and Brookdale Community College and is currently attending Rutgers.  Their sons Jared and Brody are in the Keyport High School and Central School in 11th and 6th grades respectively.  In addition to his service on council and being involved in his children’s sports teams, Joe also volunteers as an EMT/Driver with the Keyport First Aid Squad. 

In his 14 years on council he has been elected council president five times and has served 8 years as the Finance Chair, 4 years as the Fire Commissioner, one year as the Police Commissioner, and was on the Master Plan Revision Steering Committee.  He has volunteered at the many events hosted by the Keyport Recreation Commission and Harbor Commission, and serves as liaisons to the Historical Society, American Legion and Keyport
